collective operation version numbering

Do we want to consider versioning collectives? When/if better collective algorithms are developed we can give them higher version numbers and startup can negotiate which version is to be used. All implementations would be required to implement the base version 0. Versioning could be done on an individual function basis or on the whole set of collectives.
